Is beneficial for the Republic of Moldova the sale of its stock shares to foreign investors?

The privatization process in the Republic of Moldova raised the bid after settling the legal framework in the given domain, including the extension of the effect of Law regarding the privatization program (The Law # 78-XV from February 28, 2003) and adopting, on June, 13, 2003, the privatization schedule (Official Monitoring from June, 26, 2003). According to the Privatization Department, this schedule sets forth the alienation from the state property of 189 items, including through contest – 41, auction – 148. At the first 4 investment contests there were exposed 11 items, at 2 commercial contests - 20 items, and 2 straight negotiations on investment basis ended up with the sale of state stock of shares from 4 enterprises. Along 39 auctions were exposed 151 items, including 90 unfinished buildings, were sold state shares from 8 joint stock companies and also 8 unfinished buildings. Along 3 rounds for sale of the state shares at the Moldova Stock Exchange were exposed the shares of 83 economic societies, were sold the state shares of 19 joint stock companies. As a result of this activities were sold the patrimony valuing 64 million 622 thousand Moldovan M Lei (M M Lei), until the present moment  paid about 40 million M M Lei. From the moment of declaration of the independence in 1991, the basis task of the governments that succeeded at the helm of the state was to guide and assure reorientation of national economy from the centralized administration system of state enterprises (“socialism”) to a system that suppose the integration of a new management that would regulate relations among private agencies, known as “market economy” or capitalism. For this purpose were undertaken a set of reforms which in short time had to assure the organizing of an economical system based on the principles of market economy, meaning assurance of the right and protection of the private property and free circulation of the goods. The first program of transition to a regulated/ established market economy, representing also the first attempt of an economical orientation, was adopted by the parliament in 1990.( 1) According to the authors of this program “… the hard ways of transition toward market economy will be finalized in a short period of time, approximately 1,5 – 2 years”. But this program not-real from the beginning, was left at the level of stated intention. First years of independence where characterized through political and economical chaos that reduced the efficiency of the state and led to the social perturbations.
